Ann Moore


During more than 30 years of professional practice, Ann has built an extremely diverse expertise in all matters associated with land use, real estate, redevelopment, environmental, and municipal law. As the city attorney for a community that was at one time, one of the fastest growing cities in the country, she was responsible for managing the city's legal affairs, but devoted the majority of her attention toward land use and development activities. She gained a truly invaluable, broad-based perspective of the interrelationship between the law and the municipal planning environment.

Houses Currently, Ann represents both developers and governmental agencies in processing land use entitlements for large-scale residential, commercial, and industrial projects. She is well acquainted with general plan amendments, development agreements, and compliance with environmental laws. Additionally, she is a very successful facilitator who strives to build consensus for the resolution of complex matters involving all interested parties. Her areas of expertise include the California Environmental Quality Act (CEQA), Subdivision Map Act, eminent domain, inverse condemnation, Endangered Species Act, public infrastructure financing, the Brown Act, and Conflict of Interest laws.

Notable Achievements as a Land Use Attorney:

  • Implementation of the Regional San Diego Multiple Species Conservation Program (MSCP) for the City of Chula Vista
  • Negotiation of a Highly Innovative Land Offer Agreement Whereby the City Acquired Over 650 Acres of Land for a New University in Exchange for Accelerated Entitlement Processing
  • Provided Legal Strategies & Negotiated Over $1 Billion of Major Infrastructure Through the Establishment of Community Facility Financing Districts, Reimbursement Districts, Development Impact Fee Programs, & Development Conditions Under the Subdivision Map Act
  • Negotiation of a Number of Mitigation & Conservation Agreements with the US Fish & Wildlife Service & California Department of Fish & Game
  • Establishment of a Growth Control Management Program Under the City's General Plan
  • Negotiation of Over a Dozen Development Agreements for the City
  • Negotiation of a Utility Franchise Agreement with Sempra Energy Resulting in the Under-Grounding of Utilities in the City's Bay Front
  • Provided Legal Advice on General Plan Amendments, Local Coastal Program Amendments (Chula Vista Bay Front Master Plan) & Redevelopment Plan Amendments
  • Provided Legal Advice & Drafted Agreements for the Largest Annexation within San Diego County (Approximately 20,000 Acres)
  • Completed a Comprehensive Update to the Zoning Code for the City of San Diego (Which Received the National Planners Association Award for the Best Project of the Year)
  • Provided Advice & Drafted Agreements for Subdivision Maps for Over 15,000 Residential Units & 500 Acres of Commercial Developments for Numerous Master Planned Communities
